Mr. Lütgenau is a historian by education, founding director of Foster Europe, Foundation for strong European Regions, an independent, non partisan, private, and charitable Austrian Foundation to further regional decentralisation, regional cooperation, and rural development in Europe.

Foster Europe has, jointly with partners in the region, launched the Danube Basin NGO Network Project to establish the Danube Civil Society Forum as a stakeholder in the Danube Strategy.

Stefan is Programme coordinator of the Kreisky Foundation for Human Rights, Vienna (unpaid) and founding member of the Euro-Mediterranean Human Rights Network, EMHRN, Copenhagen.

He has been active in international and national civil society networking, international human rights protection and international economic cooperation with field missions in the Middle East, North Africa and Latin America.

Stefan has published several articles and books in Austrian contemporary history, human rights and regional studies.
